Rules and Regulations of the Library

 

1.        The Library is primarily for the use of students, research scholars and faculty. The non-teaching employees and technical staff of the University may also become members of the library.

 

2.        To become a member, an applicant must fill in the Library Membership form and submit it through proper channel to the University Library for consideration

 

3.        The privilege of borrowing books from the Library is restricted to registered library members only.

 

4.        Members must show their Library Card and Identity Card on entering the Library, while borrowing books and at any time if asked to do so by the Library Staff.

 

5.        Bags, briefcases, handbags, parcels, or other belongings (except laptop) are not allowed inside the library. Such articles are to be left in the property counter provided in the library. Users are advised not to keep their valuables in the property counter. The library accepts no responsibility for the loss or damage of any articles so left.

 

6.        Smoking, eating, drinking, sleeping and talking loudly are strictly prohibited in the Library.

 

7.        Mobiles phones are to be switched off or kept on silent mode in the library.

 

8.        Strict silence, decorum and discipline must be maintained in the Library.

10.   Borrowed books must be returned on or before the due date.

 

11. Overdue Fine Rs.5/day  will be collected from the borrower if he/she does not return books on or before due date.

 

12.   The borrower is responsible for damage or loss of books.

 

13.  Certain types of material, e.g. periodicals, newspapers, theses and reference items, are for use in the library only and are not to be taken away.

 

14.   CDS will be issued for one day only

 

15.  In case of loss/damage of books borrowed by a user; the borrower shall have to replace the book with its latest edition. If the replacement is not done within 15 days, the defaulter will be charged as follows:-

(a)   Two times the cost of the book, if the book is in print with fine.

(b)  Three times the cost of the book, if the book is out of print with fine.

(c)  If the book of a multi-volume set is lost, the member concerned shall have to replace the whole set or pay the cost of the same as per class 15.

 

16.  The user must pay the cost of seriously damaged book and also the fine to be fixed by the university.

 

17. The physical condition of the book should be checked while borrowing a book. Mutilation of pages, if any, is to be brought to the notice of the circulation in-charge. Otherwise, the borrower himself/herself shall be responsible for mutilation of the book if detected afterwards.

 

18. Underlining, marking, folding of pages, etc. in the book is strictly prohibited.

 

19. The University Authorities reserve the right to suspend or delinquent membership of any member found misbehaving, abusing the library staff or behaving in an indecent manner.

 

20. Any member caught tearing pages/stealing books or otherwise mutilating books will be suspended forthwith from using library facilities and further disciplinary action will be initiated against him/her by the university.

 

21. The University Library reserves the right to recall any book from any Library member at any time.

 

22. The loan period may be shortened by the University Library if the books are of special demand.

 

23. A book borrowed from the Library may be renewed for a further period provided a book is not in demand.

 

24. Members leaving the library should stop at the exit so that the books borrowed or materials taken out of the library by them may be checked by the Library Gate-Keepers/Security Staff.

 

25. University Authority may amend Library Rules and Regulations as and when necessary.

 

26. The Library staff on duty has the authority to ask any member, who causes disturbance in the Library to leave.

 

27. Photography, filming, videotaping and audio taping in the library is not allowed without the proper permission of the Authorities.

 

28. A No Objection Certificate shall be issued to members only on returning all books borrowed, which would be compulsory for issuing the final marks/Degree certificates to the students


 

 

Conditions of use

1.     ACCESS

 

(a)   The Library welcomes users’ study interests in understanding of education and related subjects.

(b)   In joining the Library and gaining access to our collections, you agree to abide by our Conditions of Use.

(c)    The Conditions of Use are not intended to cover every eventuality. Please follow any instructions you receive from Library and Security staff.

(d)   We need to see evidence of identity and permanent address before a full Library card can be issued.

(e)   You must bring your card each time you visit and show it to Library or Security staff whenever it is asked for.

(f)    Please take care of your card. If you repeatedly lose or forget it, we may decline to replace it or to admit you.

(g)   The card remains the property of the Library. It is issued to you personally. You must not allow others to use it, nor should you disclose your password or card number to anyone else.

(h)   Failure to comply with any of these conditions of use could result in the withdrawal of your Library card.

 

2.    SECURITY

 

(a)   You can only use the Library for reference and research. You must not remove Library materials from the reading rooms.

(b)   Please leave larger bags (including computer cases), umbrellas and outdoor coats in the staffed cloakroom or the personal lockers.

(c)    You must allow your bag, papers and/or other personal possessions to be inspected by Library or Security staff if requested.

(d)   CCTV cameras operate throughout the Library.

 

3.    CONSIDERING OTHER

 

(a)   We will maintain a quiet and friendly environment and treat all our users with courtesy and respect. We ask you to do the same for fellow users and Library staff.

(b)   Mobile phones, cameras etc. should be switched to silent, non-vibrate mode. Please do not make or receive calls anywhere within the Library.

 

4.    FOOD AND DRINK

 

(a)   Food and drink, including bottled water, sweets and gum, must not be brought into the Library.

 

5.    PERSONAL EQUIPMENT

 

(a)   Personal property is brought into the Library at your own risk.

(b)   When using cameras for copying purposes please comply with the Library's handling and copyright guidelines.

(c)    The use of scanners and other devices that require contact with Library materials is not permitted.

 

6.    CARE OF THE COLLECTIONS

 

(a)   All material is issued at the discretion of Library staff.

(b)   Please help us to take care of the collections for current and future users.

(c)    Please ensure your hands are clean before using Library materials or equipment.

(d) Theft, deliberate mutilation of materials or any other acts detrimental to the collections will result in the immediate withdrawal of your Library card and a demand for reimbursement. Serious offences may result in prosecution.

(e)   Please do not annotate, mark or otherwise deface Library materials.

(f)    The use of scissors, glue, correcting fluid, paints or other substances that could be harmful to Library materials is not allowed.

(g)   Please do not rest anything on top of, or against, an open book or document.

(h)   Please do not place books or journals face down on any surface, or bend back their covers. Bookmarks are available.

 

7.    COMPLAINTS

 

(a)   If you are dissatisfied with any aspect of our service, please speak to staff in the first instance.

(b)   If they are unable to resolve the matter to your satisfaction they will seek advice from another appropriate staff member.

 


 

1)    Strict silence, decorum and discipline must be maintained in the library. 

 

2)    Use of mobile phones is strictly prohibited in the library premises.

 

3)    Every member must sign the register available at the entrance.

 

4)    Students have to bear the Identity Card for entering the Library.

 

5)             Books once issued, should not be brought inside. 

 

6)             Users should not deface, cut, mutilate or damage Library  Materials (including documents) in any form. If found guilty, User will be charged double the cost of that particular material.

 

7)             Newspapers must be read only on specific tables and should not be taken to any other reading areas. 

 

8)             Eatables/bags/personal books  in the library will not be allowed. 

 

9)             The library card is not transferable and its loss must immediately be reported to the library. User will be held responsible for misuse of his/her library card.  

 

10)            For misplaced, un-priced, gratis publications, rate as approved by Library Committee will be applicable.

 

11)            Members are free to browse the books in the Library and the books taken out of the shelves should be left on the reading tables. 

 

12)            Defaulters, in case of delay after the permissible period , the defaulters’ will not be issued any Book  till they clear the past account of the Library.  

 

13)            In case of loss/damage/disfiguring/tearing of pages of Library books, student will be charged twice the prevailing cost of the book. So, ensure you are not receiving any such book else report it to the library staff. 

 

14)            In case of loss/damage of either of Library Membership ID Card  a fine of Rs.50/-will be charged and duplicate card will be issued on recommendation of Dean of College/ HOD concerned.  Loss of card twice will be subject to non-availability of library facility for a month. 

 

15)  On completion of course, library cards to be deposited for “NO DUES”.

 

16)            Anyone who violates the rules and regulations of the library would be liable to lose the privilege of Library Membership.

 

17)            The Librarian, with the approval of the Hon’ble Vice Chancellor reserves the right to add, delete, alter or modify any of the above rules as and when required.
